l have to be a small general here because rules differ by state but;
Cobra is an option, but it is expensive & only excellent for 18 months.
His last employer might permit him to buy into the group plot. It will cost him, but it is nearly always cheaper then any other plot.
If he has a retirement plot, does it offer health care?
Can he join his spouse’s plot? Can he be covered by YOUR plot as a family member? My plot permits it at a premium price but my wife’s plot only permits it for minors.
Does he have a preexisting condition?? If yes, check with his ancient insurer, some states require them to help you find a new plot if you are dropped from an existing plot, BUT, it doesn’t mean it will be a better ;plot or a cheaper plot. Call them anyway, perhaps they have thoughts?
